It seems that apt-get changelog is fixed as of 1 April 2011
(1:1.3-1ubuntu2), but apt-get download is still missing. The patch adds
the download option to the `apt-get` completion.

Lekensteyn, in the future, rather than adding more conditions and your
patch to this bug report, please open a new bug report with your patch
attached, it can be a little confusing that the bug report morphed into
something it wasn't.
