Binary package hint: phppgadmin

In an effort to reduce unnecessary packages installed onto our servers,
we should change the recommends dependency of postgresql-doc for
phppgadmin to suggests.

1. The postgresql-doc package does not extend the functionality of phpPgAdmin.
2. There is no way to view the documentation from phppgadmin.
3. It is not easy to view documentation on a console only server which is where 
phpPgAdmin is usually found.

>From the Debian Policy Manual:
Recommends - This declares a strong, but not absolute, dependency.
Suggests - This is used to declare that one package may be more useful with one 
or more others. Using this field tells the packaging system and the user that 
the listed packages are related to this one and can perhaps enhance its 
usefulness, but that installing this one without them is perfectly reasonable.

Changing postgresql-doc from recommends to suggests for phppgadmin would
also make it more consistent with other packages that have documentation
versions too.
