Thanks for your interest in the control panel. I'm assigning this bug to
the person that has the best ideas regarding what looks good at theming
level.

This is in fact a limitation of the pixmap theming engine. It's either
the combined button appearance or different hover states. Either way
this is not a bug in U1 Control Panel since the theming is handled
externally. Marking as invalid for this project.

Right now, the mouseover appearance of the main tabs in the Control
- Panels is the same no matter if the corresponding tab is active (dark)
- or not (light). This behavior is not in line with the one of regular GTK
