I can't reproduce with totem either, just eog.

That works fine for me on feisty, the totem list is cleaned up when
using the clear from gnome-panel

I would say that's not a bug, rather a design choice from upstream. I'll
speak with them to be sure before closing it though

If so, at least gnome-panel version 2.16.1 is being inconsistent because
the confirmation message claims that the action clears - All items from
the recent documents list in all applications.
