What is inconsistent about this? This sounds very consistent. Do you
mean it's inconsistent with previous releases? Or have you left out a
part, where it's not always doing this? Please elaborate.

If the browser was previously open it does this, if the browser was
closed the browser gets focus.

When I open a hyperlink from an application that isn't the browser, it
opens the browser in the background instead of giving it focus.
What browser are you using? This isn't what happens for me. Chrome pops
to the front when I click a link from Thunderbird whether it's running
or not.
