This patch addresses the mentioned issues with the debdiff.
As a test case, try to
wget -O test https://wwwneu.tu-ilmenau.de .
It fails with a certificate error if the patch is not applied.

I've verified that this problem is present in lucid (wget
1.12-1.1ubuntu2.1) and fixed by the above debdiff.
