The installer is failing to read some of its own code and essential data
files from the CD. There's very little it can do better when that
happens; it's entirely possible that the thing it fails to read might be
error-handling code!
This type of error is often due to a faulty CD/DVD disk or drive.
I tried it on two different hard drives, same result. Many, many
install attempts with a variety of information given (in case it was
user input somewhere.) I can't see what else I can change or test..

Something is really wrong either hardware or ubiquity.
