From all descriptions, this sounds like a userspace issue.
If you find the culprit (probably easier to find by adding debug to
the kernel command line). Then retarget to that package.

My symptoms appear to be more attributable to the kernel config settings
(ie, the .config values in the kernel-build-from-source procedure)
rather than the kernel revision. I built 2.6.18.6 and 2.6.19.1 with
very similar .config values to the slow-booting 2.6.17.14 and
experienced the same

kernel (which I built myself from linux kernel source) running in an

Same for me, also with a T42.
This is a serious usability problem. The system is working fine
afterwards, but idling three minutes while booting is inconvenient.
Here is what I had written down:

Begin: Running /scripts/init-bottom...

* Starting kernel event manager...
[...]
I also have a T42, and get this exact same stall, with the same message
before.
