I fixed the problem. Probably something that I did in the past few days
screwed up my locales. I solved it by running the following commands:
sudo locale-gen --purge --no-archive en_US.UTF-8
cd /usr/lib/locale/
sudo ln -s en_US.utf8 en_US
Now Ç/ç is working again. Closing the bug...
