Binary package hint: gnome-panel

the Indicator Clock on my panel always shows the date in the following
format: Day Month Date, Time (i.e., Mon Apr 4, 16:41). I have instituted
the Great Britain locale (despite the fact that I live in the United
States) via adding the following line to my /etc/default/locale:
LC_TIME="en_GB.UTF-8" in order to force a system-wide setting of 24-hour
time and a date format of Day Date Month Time (i.e., Mon 4 Apr 16:41).
Following this change to en_GB, the time changes to 24 hour, but the
date format displayed in my panel remains set as Day Month Date, Time
(i.e., Mon Apr 4, 16:41) instead of switching to Day Date Month Time
(i.e., Mon 4 Apr 16:41).

Users should be able to specify the date format and time format of their
choice for system-wide display. Even though I live in the United States,
I should be able to have 24-hour time and a date format of Mon 4 Apr
16:41 displayed system-wide.
