I'm having this bug as well. Clicking on applets sometimes just makes the menu
flash up and then it immediately disappears. Sometimes being persistent helps,
other times if I just do a long-click I can get it to stay up.
unity --replace does not solve the problem for the session for me.

Not sure it should be a dupe. bug 761409 seems to deal with issues
directly stemming from items in a system tray, something I do not use.
Maybe they are the same bug, though, stemming from its own whitelisting
settings.

I had the exact same symptoms with this setting:
gsettings get com.canonical.Unity.Panel systray-whitelist
['all']
Interestingly, running:
unity --replace
works around the problem for the current session.
Running this:
gsettings reset com.canonical.Unity.Panel systray-whitelist

This happens on my Natty installation in Unity only (not in Unity-2d)
and it started after I installed indicator-network. Any indicator that
is on the left side of indicator-network is unclickable. I have to click
on indicator-network or any indicator on its right side and then move
the mouse on
