Yes, this definitely looks like an incompatibility between the bzrlib
plugins loader code and Python namespace packages spread over different
directory trees.
Maybe we should do a SRU switching bzr-fastimport back to python-central
for natty? It is the only packaged bzr plugin that is using
Shouldn't that be a regular bug fix rather than a SRU?
