changes in Ubuntu since that time you reported the bug and your problem
may have been fixed
Are there any news on the bug? It still happens, now with pidgin-
libnotify 1.3. It's also independent on the window-manager and occurs
under both Metacity and Compiz Fusion.

It might be unrelated, but gossip also exhibits this behaviour.
When clicking on a notification, a conversation window gets open, but it
does not get the focus and remains in the background flashing on the
panel.

Definitely i don't think it is a gaim-libnotify stuff.
The source code is right:
1) If you click on action ('Show' button), it calls present(), which
calls gtk_window_present().
2) If you click on anywhere on notification, it closes itself.
I guess you belong to the first option above.

You mean when you click on notify balloon, nothing happens? Really
nothing?
Well something does happen... if the conversation window is minimised,
it gets restored. But it is never brought to the front, nor does it get
focus.

I've looked at gaim-libnotify source and didn't found anything strange.
Everything looks normal...
I use this plugin (in edgy, same version of you, but got it from
source), and i noticed a strange behavior which window icon in taskbar
blinks but the window itself don't raise.
This issue happens
