It seems that if desktop based viewport switching is enabled (typically
next - button5, prev - button 4) that this fade on scroll will start
happening
Did happen upon a few other scenarios when it also occurs - (with the
above disabled, working as intended

While I try on at least one install to keep to the current default state, I
did change some a couple of the default enabled compiz plugins.
So after seeing that it works as intended by logging in to no effects went
ahead and set the the unity profile back to exactly as delivered -
it now works

The pager becomes inactive when the mouse receives a "leave" signal from the
main window, that could be a x11 issue or something with the window manager. I
need to see a little bit more
