I can confirm that this still happens in later versions. I tried installing Mythbuntu 8.04 RC1 yesterday on my Latitude L400 and got the same problem. As you probably know, this is based on the latest Ubuntu 8.04. Furthermore, installing Suse linux 10.3 also displays the same problem. I've tried

sorry for late reply, anyway my solution was set ACPI_SLEEP=false in /etc/default/acpi-support that will prevent any functionality of sleep in your laptop for make it boot one time and fix the acpi-support file, just stop GRUB at start and add noacpi acpi=off at the kernel parameters anyway
