oooh got it!
I thought you said that the scrollbar didn't work "inside vinagre" (so through
the vnc server), but in reality they are not working in the vinagre app (and
that's logic, because the mouse is "captured" by the vnc instance).
I will blacklist vinagre

yes, i am absolutly sure, that they don't appear.
The scrollbars don't move, they have no function. This only happens in
vinagre when it is connected via vnc to another pc and scrollbars are
displayed.
It didn't happen in any other apps. It has nothing to do with fullscreen
apps.
