You need to install the build-dependencies to build debootstrap from
source. Specifically, you need gcc and makedev.

Missing devices.tar.gz in .tar.gz package
It seems I've been using outdated documentation
(http://ftp.ubuntulinux.org/ubuntu/dists/warty/main/installer-i386/current/doc/manual/en/apcs03.html)
and not reading it too carefully.
Debootstrap could be more flexible but probably it normally does what it have
to do.

Imagine I didn't see there is Makefile. But with PLD rescue CD it
doesn't help much:
