Another related way to get such tooltips that don't disappear
automatically is if you lock the screen with a tooltip visible
(automatically or through Ctrl+Alt+L) and move the mouse away from the
launcher.
I hope a fix will apply to both, so I'm not filing another bug.

I have this too at least a few times per day. I just preferred tooltips
could be disabled. After a while you already know the icons of the
applications you use, and the tooltips become annoying. Is there a plan
to add this as an option?

Yes, I can confirm it too.
In terms of a fix, it's not switching workspaces that should make a
tooltip disappear. I think tooltips should disappear:
1. As soon as the related launcher icon is clicked (or any click is detected);
or
2. A few seconds after being displayed; or
3. All of the above.
I've tried to duplicate this again with 12.04 and can't. Not even with a
fixed-width, no auto-hide launcher.
I'm changing the status to invalid. Bernard, if you feel this is still a
problem, please revert back to confirmed.

It's still there for me. But it seems to be mostly an issue if your
unity launcher is fixed width and has no auto-hide.
