closing this bug as static blur is known to cause slowness in dash
opening and is not enabled by default.

Yes, I did have static blur enabled. Once I disabled it dash started opening up
instantly when I push the button.
I still like the idea of a Dash Desktop though, then the super key could just
toggle compiz fade to desktop

that option seems to create a delay in the opening of dash for many
people.
