I've verified with l-i 2.6.20-8.14 and pulseaudio that the hal module is
functioning properly.

Is there a way to tell when this is actually available? That is, either
to anticipate in what package version of the kernel it'll be present, or
to follow it somehow?
I'd like to know when I can try if it works, and I have no idea how long
it takes between the fix being merged upstream and apt-get

If the bug is in the kernel, shouldn't we assign the bug to the kernel
package?

The kernel side is merged upstream[0] and should be imported shortly
into ubuntu-2.6.git.

Is this going anywhere? Now when installing the updated packages
starting pulseaudio returns a 1 (Rightfully so since it fails to start)
and causes apt/aptitude to complain about errors in X packages.
i.e.
Errors were encountered while processing:
pulseaudio
pulseaudio-esound-compat
pulseaudio
More information:
http://www.pulseaudio.org/ticket/51
Apparently there is an upstream kernel patch for it.
