I HAVE SOLVED THIS.
It works for me now. I hope it will solve your case as well. There is no
need for any work with terminal or something, the only thing I had to
change was the keyboard layout while logging into Ubuntu 11.04
1. restart your computer
2. click your user-name
3. choose correct lang
I have the same problem with Czech keyboard. Everytime I change the
setting it changes after a while.

Have you installed any app like LightDM?
I got the same behaviour after that!
Look for these files:
$HOME/.dmrc
/etc/default/locale
/etc/default/keyboard
