Figuring out this bug was very tricky.
I upgraded from OpenOffice to LibreOffice today and I noticed that the
transparency applied to a form is rendered differently
Thanks for reporting this bug and any supporting documentation. Since
this bug has enough information provided for a developer to begin work,

Yes, I can confirm that OpenOffice.org in Lucid isn't affected by the
problem.
I noticed it because I continued editing a presentation I started with
OOo few days ago. (a presentation for the next Italian Ubuntu Party.
