Public bug reported: Binary package hint: indicator-applet
It used to show a hint message when you left the mouse hovering over one of the icons in the top panel, such as the city you where showing the temperature and weather report, or the battery estimated time to recharge (at least percentage of charge), ssid of the network, and probably wifi speed...
