This is what's intended by design. The closer you are from the top left
corner (5x5 pixels area in fact), the more the launcher will be shown,
until it's "locked" once you hit this hot spot.
This is to avoid false positive when you just want to close a window for
instance, and your mouse go a lit
I'm not entirely sure this is a bug...
When you have a window like this:

It would be slightly annoying to accidentally move your mouse a few px
higher than needed to close the window and have the launcher slide in
and cover up the buttons.
