I agree with you, just I was in a hurry (new scrollbaI agree, release
today) and I don't have much time to spend in editing titles and such,

Steps to reproduce:
1- Install GIMP
2- Launch GIMP
3- Select the font tool (letter A in the toolbox)
4- On the font selection part of the toolbox, click on the font selector (Aa).
5- Move the pointer to the left of the scroll indicator to make the scroll
control/grabber appear
6- Click and hold
** Package changed: gimp (Ubuntu) = overlay-scrollbar (Ubuntu)
** Project changed: gimpshop = ayatana-scrollbar
** Changed in: ayatana-scrollbar
Status: Invalid = New

requires a gtk+ patch, the overlay scrollbar can't do nothing to avoid
this behaviour
