I seem to have stumbled upon a solution that is working. Open the
subtitle file in Gaupol. Click on file. From the drop down menu click on
"save as". In this screen, click on "character encoding" and select
UTF-8. Click to save and replace the existing file. I have struggled
with this for over a ye

Note that the problem can be manually solved by muxing the subtitles
yourself, before inserting it into devede.
export VIDEO_FORMAT="PAL"
(or NTSC ofc)
spumux -m dvd -s 0 "./sub.xml" < "./input.mpg">"./outputwithsub.mpg"
You can use the sub.xml of a earlier failed devede attempt.
