Same problem with Ubuntu 10.04. My friends faced with the problem too
(with 10.04), so it looks like launchpad problem, not apt.

I've switched to Natty some days ago to solve a bug and ended up with
more bugs than before ...
Now I'm not getting any updates... well, if there's none I don't mind,
but since I'm getting this error I was wondering if it would affect my

This issue was most likely caused because there was a issue with all the
strain put on the servers on release day. I am able to connect to
ppa.launchpad.net just fine.
