As a temporary workaround, you could install the metapackage at
http://frith.co.za/hotkey-tpb_1.0_all.deb - it 'Depends' on tpb and
'Provides' and 'Replaces' hotkey-setup. Or you could create a similar
package yourself with 'equivs'.

Can this not be solved by giving tpb "provides hotkey-setup", so that
ibm users can install tpb without breaking xubuntu-desktop? That way the
user has to take action to get tpb, but otherwise hotkey-setup will be
installed?

As said above, tpb seems dedicated to ibm laptops, and is in universe,
therefore xubuntu-desktop cannot depend on it. I am tagging this bug as
"Won't Fix", but feel free to reopen it if tpb is promoted to main or if
you have more infos.

Thanks for your bug report.
tpb seems dedicated for IBM ThinkPad laptops, whereas hotkey-setup seems more
'generealistic'.
And I am not sure that hotkey-setup could be moved to Recommends, since
it rather important for laptop users.
