Thank you for taking the time to report this bug and helping to make
Ubuntu better. However, I am closing it because the bug has been fixed
in the latest development version of Ubuntu - Raring Ringtail.
If you need a fix for the bug in previous versions of Ubuntu, please do
steps 1 and 2 of the
Setting the state here to Confirmed, since I am able to reproduce it,
but just wanted to see further info from the reporter.

Hi,
It's not obvious from your bug report how you are adding new tracks to
the playlist. If I had to guess I'd say it was by dragging tracks from
the file manager onto the Totem icon on the launcher (because thats the
only way I can reproduce the behavior you describe). If this is the case

note: It says Ubuntu but I'm using Kubuntu.
