I can confirm this bug on natty with rar 4.0b3. I tried to pack some directories with Japanese filenames (created by myself using nautilus, so they should be UTF-8) and all archives had just the complete directory-structure (Japanese names OK) without any files. I removed rar 4.0b3 and installed
