when I change folder name to English

rar (sharware) does not create proper archives
I can confirm this bug on natty with rar 4.0b3. I tried to pack some
directories with Japanese filenames (created by myself using nautilus,
so they should be UTF-8) and all archives had just the complete
directory-structure (Japanese names OK) without any files.
I removed rar 4.0b3 and installed
These filenames use the Windows character set, and Ubuntu now uses
UTF-8.
WORKAROUND: Use WinRAR (under wine) to extract these archives - works
fine!

Thanks for your comment, but it shows a small misunderstanding. I am not
trying to extract files from an archive, I am trying to create an
archive using rar. The ubuntu environment indeed uses UTF-8, and rar use
to be able to handle these filename quite fine (as I mentioned, on Lucid
