I suggest to generally replace `...' by '...' or "..." as `...' looks
ugly with most fonts. The mentioned example string is at least not used
by Ubuntu but perhaps by other distros which perhaps manage
notifications another way. So the string should be translated if the
translations get fed back up
These strings are not used anymore, because printing notifications are
handled by gnome-settings-daemon, which uses the standard double quotes.

I think the inverted commas must be symmetrical. Well, it's up to you to
decide. As for me I would prefer the standard quotation marks: " ", because
they are used everywhere. Look at the title of this page
(“system-config-printer”)...
