I solved the problem by editing /etc/default/apport.
In the line "enabled=0" I just turned "0" to "1" and got rid of the message.

Exactly same issue here: Kubuntu 11.04 x64 , 2.6.38-8-generic. Рroblem
began to appear after upgrade Kubuntu 10.10 -> 11.04.
