Would be much easier to find in the Accessoires menu, though a link in
the panel is certainly still required.

AFAIK it's fixed in gauvain's branch and the issue will be resolved as
soon as version 0.25 of the package is uploaded (which has not happened
so far).

I can confirm this. Way too many users in #xubuntu ask where they can
find the file manager.
