Public bug reported:

Binary package hint: overlay-scrollbar

Depending on the color scheme the cursor line that shows the location in
a document can be really hard to see for some people. Because of this
the scroll is unusable(in big documents) because one has to hover over
that line in order for the scroll to appear. I ran into this problem
today and I found it somewhat troublesome (first time I have an
accessibility problem).

A simple solution would be to have the scroll appear when hovering over
the right margin of the window (regardless whether the tiny line is
there or not). This should be an improvement for everybody since you get
a bigger target and you don't have to look for a small line (which might
not be that easy to spot even with perfect eye sight).

** Affects: overlay-scrollbar (Ubuntu)
     Importance: Undecided
