I don't have any of these files and reinstallation did not help. Also, I
am not sure that I want to do purge, since this would kill all my
settings.

AFAIK NM already understands how resolvconf and shouldn't be writing
over its stuff. Could you please check if you have a NetworkManager
interface file somewhere in /var/run/resolvconf/interfaces or
/etc/resolvconf/run/interfaces? If it's not there, maybe there's
something that need to be done
