Binary package hint: ipe
Firstly, IPE doesn't appear in application lens or the dash.
When it is started (either by terminal or by finding the IPE executable) it
appears in the launcher. Right-clicking "keep in launcher", keeps the icon here
once IPE is closed.
However, the IPE launcher icon cannot start IPE (it flashes for a while
instead).
