APT_LISTCHANGES_FRONTEND only works I'm guessing if apt-listchanges is installed. I have now removed this package, but the behaviour is still the same since apt now calls sensible-pager automatically. A work-around for this issue is to set PAGER=cat to make changelog viewing non-interactive again.
