It seems that yes, this is the current decision, where the downside is
needing kontact to be installed.
Personally, i disagree, because not all users who want the functionality
of basket want all of kontact, but it's probably useful for integration.

Unfortunately, this would require that all of kdenetwork programs be
installed to run basket. Seeing as basket is also used in gnome/xfce, I
don't think this is a fair solution.
