This problem exists because of a different dependency-chain in Ubuntu. Build-dependening on rarian-compat solves this problem. I merged this Ubuntu-specific change with the Debian sources and attached a patch for Ubuntu. If you apply this to the (new) Ubuntu package, the issue will be gone :)
