It's probably a bug then. Reassigning this to the debconf package for
further triaging, as I have no guesses as to the cause.

The installation I have is - as far as I know - complete. I have
installed it on a thumb drive and I use it as a portable OS. I do not
delete files or store anything on this, so I wouldn't know why would
this file be missing.
What would be the best way to resolve
