I have same problem with signing to Picasa Web Albums (Unrecognized
User). But I noticed that I cannot connect if I use account with
password that contains character &. When I tried to connect with other
account (not containing &) I could connect without a problem.

Do you have two-step authentication turned on in your Google account
preferences? I ask because it's a known issue upstream that Shotwell
uses an older, deprecated authentication API that doesn't support two-

Per my email, I was able to connect and upload to Picasa Web with two of
the three email addresses associated with the account. I've filed a
ticket for supporting Picasa Web publishing with multiple email
addresses: http://trac.yorba.org/ticket/3752.
