Since it appears that this bug was caused by my use of apt instead of
update-manager, I will mark it as 'Invalid'.
Thanks to all who contributed to solving this, and my apologies for the extra
noise I've caused.

Using "apt-get upgrade" should not be recommended anywhere. It usually
does the wrong thing, as it doesn't handle new dependencies at all.

I might have used "sudo apt-get update && sudo apt-get upgrade" to
fetch the updates, I don't recall. I didn't know there was any
difference between running the apt command and just using update-
manager.
Could you confirm that using apt is the most likely cause for this bug?

No, that wouldn't have made any difference. If you used "apt-get
upgrade", then the upgrade won't have pulled them in though

I dont have access to that computer at the moment, but I just enable
-proposed on my laptop and updated. On my laptop it did install the
langpacks for firefox properly, but update-manager did say that those
were a "new installation". Firefox on my laptop is still localised
(version 5.0~b5+build1+)

apt-cache policy language-pack-nl-base firefox-locale-nl
? It's very strange that you got the updated language pack (well, we
didn't ascertain this one yet) and firefox (which obviously was updated
from natty-proposed), but not the corresponding firefox-loca

I dont recall exactly if I used apt-get update/upgrade or update-manager
after enabling proposed, should it matter? In any case I've tried both
apt and update-manager multiple times in the past week, and no updates
for firefox-locale-nl show up.

Can you also please run "apport-collect 797051". You should be reporting
bugs using apport anyway, as we can often spot issues without having to
