PandaBoard currently halts but it doesn't power off as apparently noone
is telling the TWL6030 chip to power off. I'd also consider this a bug
that should be fixed.

Can confirm this issue with both my A1 and A2 boards.
As from prpplague's (bellow) email this seems this can be fixed by SW,
I'm reopening the bug.
