I've set the the software-center target as invalid as this cannot be
fixed in the client, but the bug itself is not invalid and is being
investigated and will be taken care of by the Payment Service team.

I've added the payment service project as a target, as software center
agent just delegates to it.
I had a brief look at the payment code, and it seems that certain card-
types didn't work with the Bibit test service that we use (DISCOVER was
one of them), and were special-cased in specific scenar
