I cannot confirm this error on Lucid. Building the sendmail
configuration both with and without specifying cf.m4 work OK.
I am trying to zero in a change responsible for this.
Meanwhile, can you please check if building with the cf.m4 specified
works?

- install package m4 (if not already installed)

I think this is the same:
I try to generate a sendmail config through m4:
r...@mx:/etc/mail# m4 ./sendmail-spamhaus-grey.mc > ./sendmail.cf
m4:./sendmail-spamhaus-grey.mc:2: cannot open
`/usr/share/sendmail-cf/m4/cf.m4': No such file or directory
thist happens because of incorrect path:
r...@mx:/
