I have the same problem. For whatever reason, as of Hardy, the scripts sleep.sh and resume.sh never seem to be run. Under my normal usage (always plugged into AC, occasionally suspending), only power.sh and lid.sh are run. Anacron only runs if the machine is on at 7:30 am or if I deliberately
