What solved my problem,
was reading /usr/share/doc/xserver-xorg/howto/configure-input.txt.gz
and running
udevadm trigger --subsystem-match=input --action=change
as described in this doc.
(this I did in remote ssh session from another computer to my laptop)

Have the same problem with Kubuntu Oneiric. Acer 1830T, Intel xorg
driver. No reaction on keyboard and touchpad after X server is started.
