Hi, i have the same problem. So the only solution is to upgrade Ubuntu
to 12.10?

those action-*.xml file which was exported from ubuntu 10.04 can not be
imported to ubuntu 12.04
the Finish and Continue buttons are greyed out.

In Ubuntu 12.04 current beta Precise Pangolin, I cannot import as per
attached screenshot.
Note the Finish and Continue buttons are greyed out.

Unable to reproduce in 3.2.0 (Fedora 14 + your action)
