This bug was fixed in the package xfce4-settings - 4.8.3-1ubuntu1
---
xfce4-settings (4.8.3-1ubuntu1) precise; urgency=low
* debian/control: add xfce4-dev-tools, autoconf, automake and libtool
to build-depends, needed for xdt-autogen, and exo-utils, needed for
exo-csource.
The settings' dialog has been reworked upstream, it should be fine even
for touchpad in Xfce 4.10.

This also means we need to install other pointing-device-settings to be
able to disable tap-to-click. I was able to install Pointing Devices and
Synaptiks. Pointing devices does not show up in any menu; Synaptiks
shows up in the "Accessories" menu instead of the "Settings" menu.
