Kubuntu does not have the developer manpower needed to implement and
maintain many features at the Kubuntu level. This wish would best be
reported and tracked at https://bugs.kde.org, so that it can be
implemented by

There ist a Patch from Kåre Särs in
https://bugs.launchpad.net/ubuntu/+source/kdebase/+bug/43949
that make the buttons from viewmode as they should be in kde.
I'm using ist since feisty or so. It still works.

This Bug appears still on feisty.
It is making the use of that important button very uncomfortable. It should
open immediately.

I'm observed this to. You have to click and hold the mouse button to
make it to work.

This appears to me on edgy.
Puldown menus of buttons viewmode and load view profile appear only when
- draging them a little.
+ draging them a little or when holding down the button for some time.
- I had to google to find this
